Call for Proposal: Department of State (U.S. Embassy Islamabad) for Punjab

Respected NGOs/Individuals,
The Public Affairs Section (PAS) of the U.S. Consulate General in Lahore of the U.S. Department of State is pleased to announce funding is available through the Public Diplomacy Grants program.
Priority Program Objectives?
1. Strengthening Civil Society through the promotion of local cultural heritage, traditional and modern art forms, and other forms of creative expression; support for civil society organizations, educational institutions; or the emerging leaders in these fields through linkages with U.S. counterparts.
2. Supporting Economic Empowerment and Entrepreneurship through projects that promote human/workers’ rights, women’s empowerment, corporate social responsibility, access to finance, inclusion of minorities or persons with disabilities, and support for entrepreneurs. Particular emphasis should be placed on strengthening chambers of commerce, entrepreneurs, and core private-sector industries through interactions or linkages with U.S. counterparts.
3. Fostering Regional Stability through projects that support academic, art and cultural exchanges; civil society; as well as other exchanges and projects by strengthening ties between the United States, Pakistan, and regional neighbors; thus assisting in the development of friendly, sympathetic and peaceful relations.
4. Supporting Public Sector Institutions through projects that strive to improve communications capacity and professionalism for civil servants, and local and national public sector institutions; capacity building and training, and English-language programs specific to civil service professions
Funding Amount?Grant budgets will vary between $10,000 and $50,000, with a project duration of up to one year.
Geographical Location?Grant activities shall take place only in the following Administrative Divisions of Punjab Province: Lahore, Faisalabad, Dera Ghazi Khan, Bahawalpur, Multan, Sargodha, and Gujranwala.

BACKGROUND

 Shirakat is a non-governmental organization working on human rights and women and children’s rights in Pakistan. Shirakat is implementing a project “Collaboration for Change: transforming lives and minds for equal citizenship” in Rawalpindi & Islamabad. There are many reasons which effect women’s participation in public life and their reduced inclusion in leadership positions and those reasons should be resolved for equal opportunities of better life.

The objective of the project is to bring a positive behavioral and attitudinal change in society towards women’s inclusion in public life and their assumption of leadership roles. Contributing to the realization of equal citizenship through women’s empowerment and active participation in public life is the theme of this Project.

OBJECTIVES

1.      Produce two modules for training youth on Leadership and Communication.

 The modules on leadership will include definitions and qualities of leadership; community leadership; styles and responsibilities of leadership; leadership goals; values and identity; value priorities; personal asset mapping; young women as leaders and resources; etc.

Communication sessions will focus on active listening (incl. in group decision-making); team work; rights and responsibilities; establishing consequences and rewards; making decisions as well as speaking in public and making presentations; debate and compromise; facilitation (challenges & solutions); exploring situational leadership and facilitating productive meetings. The modules must use activities, exercises, role plays, sports and art and be highly participatory.

2.     Session plan for 8 days of summer camp

TASKS

·        Content development/ materials development.
·        Attend one preparatory meeting/Skype to gain an understanding of the subject.
·        Propose a draft outline of the content of the training module with the various modules, based on the TORs.
·        Design a draft and final version of the step-by step training manual detailing the training objectives, content, methodologies, timing and tools to be used per module.

The final Training modules must:
·        Present and explain all the aspects and processes of the various topics that are relevant and important.
·        Define and explain key concepts relating to the various topics in a simple and practical manner,
·        Provide relevant tools and instruments to be used for the various activities under each topic.
·        Module should be written in an interactive and inspiring manner so as to encourage reflection; learning culture and inclusion (e.g. include discussion questions at the end of each module).

DELIVERABLES

The consultant will perform the required duties within the period between May and June 2016. The consultant will be responsible for the following deliverables:

1.      Submission of the final work plan and revision of the assignments Terms of Reference including a detailed outline of the manuals content.
2.      Submission of the draft version of the training module and participant’s workbook/toolkit to the Capacity Building & Training Coordinator for feedback and comments.
3.      Submission of final version of training module and participant’s workbook/toolkit with integrated feedback and comments.
4.      Submission of a detailed session plan for the training workshop.

METHODOLOGY

It is important to emphasize that the appropriate approach and content will be chosen by the consultant. The parameters outlined in the TOR should be taken as indicative. It is expected that the elaboration of a detailed content of the training module will be done in close cooperation with Shirakat. The manual must be written in the English language. The consultant is responsible for proofreading, final formatting, editing and content layout of all the written deliverables.

COMPETENCY AND EXPERTISE REQUIREMENTS

The consultant should have the following qualifications:

Academic Qualifications:

·        University degree in social sciences.
·        Advanced degree is an asset.

Technical competencies and experience requirements:

·        Proven and substantial experience designing and developing training modules/manuals.
·        At least 3-5years experience in civil society strengthening.
·        At least 3 years experience in conducting trainings.
·        Excellent English (writing) required.
